The Municipality of Anchorage Planning and Zoning Commission held a work session on November 3, 2026, on the proposed 2027 Capital Improvement Budget and 2027–2032 Capital Improvement Program. Long-Range Planning discussed whether capital investments align with the 2040 Land Use Plan and other planning documents, and emphasized rising project costs, changed project needs, and the long-term maintenance obligations created by new infrastructure. Examples included the 57th/58th Avenues project at about $6.7 million, Academy/Vanguard at about $21.2 million in the 2026 budget, and Arts Up That Alley paving at about $3.5 million. Staff also highlighted potential implications of street design standards, alley paving, school changes, housing growth, and airport expansion for future capital planning.

OMB described an $87.95 million proposed general-government capital budget, with investments including street maintenance, public-safety infrastructure, fire apparatus and facilities, pedestrian safety, parks, and energy-efficiency upgrades. OMB reported a $15 million budget gap addressed this year with one-time funds and vacant-position reductions, and projected a $15–30 million gap for 2028; the proposed budget also includes a $19.8 million property-tax increase, estimated at $11 per $100,000 of assessed value. Commissioners discussed potential revenue options and the need to better connect the comprehensive plan with capital planning. The Community and Economic Development Director questioned the long-range memo’s preparation and lack of coordination with departments that developed and prioritized the capital list. No contract awards, procurement approvals, or votes were reported; the session was for discussion and was adjourned before the presentation could be completed.
