At its November 3, 2026 regular meeting, Greenwood County Council approved two equipment purchases for FY2027 using state-contract pricing: a skid steer from Bobcat of Greenville for $63,313.85, within a $75,000 budget, and a roll-off truck from New Life Municipal Truck Center for $229,540, within a $240,000 budget. Both approvals were unanimous. Council also approved a year-end budget resolution based on a projected $1,662,933 general-fund surplus. It authorizes up to $500,000 for employee retention payments, $50,000 for employee merchandise, and $50,000 for courthouse-staircase safety renovations. Staff said remaining surplus funds could potentially be proposed for a future initiative following an RFP process for programmer support.

Council gave second-reading approval to identify Fieldstone SC Solar LLC, developed by Grenergy USA, for a proposed solar project involving approximately $100 million in investment; this was not final approval of the incentive agreement. The proposed 30-year arrangement includes an annual tax payment of about $140,438 and additional fixed-fee payments, with a public hearing scheduled for November 17. The draft agreement addresses setbacks, screening, noise, roads, environmental compliance, and construction hours. Council also unanimously approved ordinances concerning removal of a parcel from the Idlewood Special Tax District, abandoned or obsolete signs, and a property rezoning. First Citizens Bank representatives presented an investment-portfolio update; no related purchase or award was recorded.
