The City of Prescott City Council held a study session on November 3, 2026, including a first-quarter FY2027 financial update. Across all funds, operating expenditures were 24% of budget and revenues were 27%; capital spending was 3%, below the typical first-quarter pace, as public-safety-tax and wastewater projects continued through procurement and design ahead of anticipated construction approvals. Staff cited a 19% health-insurance premium increase and a 1.2% cost-of-living adjustment as factors in higher operating costs. The finance director said an investment-services contract was expected to come before Council on November 17, but no vendor, amount, or approval was identified. Council also discussed adding tax-collection reporting while retaining taxable-activity reports; no vote was taken on the reporting approach.
The Council received a performance report on the Whiskey Off-Road event, including an estimated $6 million in direct visitor spending, and heard public comments about continued city support. The City Attorney said future special-event contracts under new policies would require measurable direct benefits, including guaranteed marketing or social-media deliverables; staff hoped to bring contracts to Council before year-end. No contract award or spending motion was made at this session. The discussion also covered community-development performance measures and work to improve permit submissions and review turnaround times.
