The Cowlitz County Commissioners’ public meeting on November 3, 2026, included approval of the consent agenda and a separate resolution for the Cole Creek culvert project. Procurement and funding items on consent included a $200,000 flood-mitigation grant agreement for a geomorphic assessment of the lower Toutle and lower Cowlitz rivers; contract execution with Rust Construction for the Shadow Mountain Water System project at $886,435.62; and a bond in lieu of retainage for Grade Works Excavating LLC’s West Side Highway slide repair project, listed at $495,615. The Commissioners also approved one-year extensions for on-call property appraisal services, paid as needed, and an interlocal agreement with the City of Longview for its 2026 Byrne Justice Assistance Grant supporting the police department’s school resource officer program. The consent agenda passed by vote.

The Commissioners approved a resolution for sliplining two existing 12-foot culverts on Cole Creek Road, a method intended to reduce costs and traffic impacts compared with replacing the culverts; staff will proceed with permitting. No project cost or bid award was stated. The meeting also scheduled a November 17 public hearing on the county’s 2026–2046 comprehensive plan and map. During public comment, commissioners agreed to try to arrange an Army Corps briefing on the completed spillway raise and Phase 2, and discussed making a future Department of Ecology meeting more structured. No additional procurement action was identified in those discussions.
