The City of Jackson, Tennessee, City Council meeting on November 3, 2026, included a Housing Commission presentation on housing supply and affordability. The Commission described plans for infill development on 50 available East Jackson lots, including 0% loans to builders, homes expected to sell for about $225,000, and $15,000 forgivable second mortgages for eligible employee homebuyers. It also reported that Jackson was a finalist for a Capital One Foundation grant of more than $4.5 million, with an application due later in November; no council action was taken on the presentation. Members discussed the limits of the proposed homes’ affordability for lower-income residents, as well as zoning and building-code changes and use of the state Neighborhood Preservation Act to address blighted properties.

The council considered a $400,000 local match for Airways Boulevard phase three and four reconstruction and approved a $150,000 local match for improvements to the I-40 westbound ramp at Exit 87 (7–0). It approved a no-cost Spyglass agreement to identify communications savings, an extension with Malone and Jenkins for Jackson Transit Authority audit services, a grant-funded contract, and several public-safety-related contracts. The Flock Safety Raven gunshot-detection agreement passed 8–0; staff said it would replace ShotSpotter in the same four-square-mile area and save $167,000 per year for three years. Contracts for ballistic-resistant products for police and Hass Alert safety-cloud services for the Fire Department also passed 8–0. A resident asked the city to cancel its Flock license-plate-camera contract, citing privacy concerns; the police chief disputed claims that the system accesses cell-phone data, and the council took no recorded action to cancel that contract. Budget amendments included $39,000 in ARPA funds for snow-removal equipment, $69,000 in bond funds for a fire-station exhaust system, and multiple grant and insurance-recovery appropriations, several of which passed unanimously.
