The City of Mobile City Council’s regular meeting was held November 3, 2026. The council approved consent resolutions that included a diesel-fuel base bid; one-year software subscriptions from 5CA Proprietary Limited and SHI International; a Bloom Group professional-services contract; and purchases of barricades and lights, uniforms, and other supplies. It also approved contracts involving Thomas A. Galloway, Invasive Management Services, HF Glide Construction, and Butler Complete Services for storm-drainage, vegetation, and debris-removal work, plus an annual audit by Wilkins Miller for the police and fire pension fund. The council authorized an Alabama Power easement for new underground service at John Kid Park. No dollar amounts for these procurement actions were stated in the transcript.

Much of the public comment focused on the reported $14.7 million financial loss and an earlier payment of nearly $1 million that speakers said had been recovered. Residents called for an independent forensic review and greater public disclosure; the council president said a finance committee meeting was scheduled that afternoon and that the council was awaiting answers. The council approved creation of an ad hoc advisory committee on financial transaction security. Several zoning and development matters were heard, including substantial neighborhood opposition to a proposed commercial rezoning, but the council president said these were first reads and would not be voted on at this meeting.
