The City of Panama City CRA held a virtual workshop on November 4, 2026, to review a proposed Development Accelerator framework for coordinating redevelopment work. Staff proposed screening about 16 development opportunities—roughly four per CRA district, potentially including sites for the mayor’s proposed 12-property housing effort. These are candidates for review, not approved property sales. The framework would include property-readiness reviews, housing and commercial-corridor analysis, an economic development webpage and Opportunity Hub, and a CRA staff lead, with targeted consultant support. Staff proposed an eight-month implementation period and said consultant scopes and any funding requests would return to the board for required approval; no contract award, spending approval, or formal vote occurred at the workshop.

Board members generally supported a more proactive process and discussed prioritizing affordable housing, helping local small developers, learning from existing property offerings, and consulting staff who developed the framework. The proposal would have Legal and Purchasing develop two public-property sale paths: competitive offerings every six months for sites with specific development goals, and quarterly listings inviting letters of interest for other available properties. Any procedure changes would undergo legal and purchasing review, and each sale would remain subject to required approvals. Staff also noted that the outcome of a state constitutional-amendment vote could affect the TIF rebate program and potentially RSP and CPI grants; proposed TIF changes may return for consideration at the December 3 board meeting.
