The City of Davis Open Space and Habitat Commission met on November 2, 2026. The main discussion concerned potential economic uses of city-owned agricultural land, including an Inventopia-proposed research farm with greenhouses, barns, and food-processing facilities. City staff described a possible feasibility study—not an approved development or contract—to assess permitted uses, infrastructure needs, flooding and habitat constraints, private investment, and community benefits. Staff said they may seek an Economic Development Administration grant and private funds for the study; no spending or procurement vote was taken. Existing agricultural leases generate about $200,000 annually, and commissioners raised concerns about the loss of farmland, habitat opportunities, utilities, and the risks of developing facilities on flood-prone land. The city has previously provided Inventopia loans of $100,000 and $185,000; staff reported the first loan was repaid.
Staff also reported that grant-award announcements for easements at Gil Orchard No. 3 and Benson Family Farm were delayed until December 16, while the El Molino acquisition closed on September 30. The commission discussed general-plan work, including future conservation and open-space policies, drainage and flood planning, and habitat connectivity. No contract award, bid approval, or new funding allocation was approved at the meeting.
