Tumwater City Council meeting, Nov. 2, 2026: Council unanimously approved the consent calendar, which included the Pioneer Park playground replacement, an emergency sewer-line repair near a city water main, and ratification of emergency preservation work for the Davis Maker Gary Oak. Council also unanimously adopted Resolution R2026-019 approving the Costco development agreement and authorizing the mayor to sign it. The agreement covers public infrastructure for Costco’s planned replacement warehouse, gas station, and car wash, including water and sewer mains, a tree-retention tract, road extensions and roundabouts; Costco will reimburse the city for a new northbound I-5 off-ramp and Tom Boulevard roundabout. The agreement has a 10-year term. Costco said it expects to acquire the property within about 30 days and begin with public improvements when conditions allow.
Council unanimously approved adding a 0.1% public-safety sales tax, with proceeds available for broad public-safety purposes, including police, fire, court, and public-defense costs. It also voted to include the Lodging Tax Advisory Committee’s 2027 funding recommendations in the city budget. The proposed 2027–28 budget was heard but not adopted; staff described about $5.4 million in planned reserve use and rising public-safety costs. A property-tax ordinance was scheduled for the Nov. 17 consent agenda, with staff reporting about $420,000 in banked levy capacity and a large appeal-related refund. Council considered a service-provider agreement with Burke Consulting for the Brewery District planned-action environmental impact statement, supported by grant funding described in the presentation as approximately $286,000, plus $42,900 remaining from earlier project funding; a motion and second to approve were recorded, but the transcript does not capture the vote.
