At its November 3, 2026 Board of Commissioners meeting, Carver County considered two transportation project actions and the proposed joint powers agreement with Three Rivers Park District. County staff recommended ending the partnership discussions after Three Rivers’ board made a cost shift for Carver Park Reserve a condition of approval; commissioners supported discontinuing the proposal, though no formal vote was taken. AFSCME members had asked for written employment protections if the agreement proceeded. Staff said the county would retain the $100,000 in projected 2027 savings and begin recruiting a parks director, with planning support for parks work also under consideration.

For the County Highway 11/44 intersection, staff reported receiving no contractor quotes for a temporary compact roundabout because of seasonal weather and scheduling constraints. The board approved, by motion, temporary all-way stop control with warning measures while a permanent roundabout—planned for 2027 and funded through Highway Safety Improvement Program funds—is advanced. The board also approved, 4–1, a $7.5 million increase to the Highway 212 Dahlgren Township construction contract, bringing its authorized amount to $35.5 million. The increase addresses project overruns and repairs to unstable roadway soils; staff reported that MnDOT agreed to contribute $3.2 million toward the repair.
