The Montgomery County Commission’s informational and formal meeting on November 3, 2026, addressed several contracts, funding requests, and appropriations. The Commission approved an extension of its memorandum of understanding with NavCare for on-site inmate health care, continuing the existing terms with no financial impact; officials said the extension is for one year while the county plans an RFP after jail construction is complete. A Blue Cross Blue Shield employee medical, dental, and pharmacy enrollment agreement—proposing a $1-per-claim increase—was presented for a later agenda. The personal-property audit services agreement with Tax Management Associates was also presented as informational: its budget line increased from $90,000 to $100,000, with the revised fee schedule rising by about 3% annually over three years. Neither item received final approval at this meeting.
The Commission approved, by a 4–1 roll-call vote, a request for up to $1 million toward the Retirement Systems of Alabama’s stormwater-retention project; the project could cost up to $3 million, with the county, city, and RSA each expected to contribute up to $1 million under a future three-party agreement. The Commission also approved miscellaneous appropriations, including $2,000 each for Brentwood and Carriage Hills homeowners associations, $1,500 for Carver High School women’s basketball, and $5,000 for Park Crossing athletics. Separately, City of Montgomery representatives reported that the ARPA-funded Thrive program had allocated all of its $2.8 million to 129 business awardees, with recipient and expense verification ongoing. The county administrator appointment was deferred to the November 17 agenda; no appointment vote occurred.
