The Tupelo City Council’s regular meeting on November 3, 2026, approved several procurement and capital-project items. Council approved bid award 2026-040 for Glenwood Cemetery renovations, the purchase of three 150-kVA, three-phase pad-mount transformers, and a contract with Business Communications Incorporated (BCI) for server-migration hardware and software, awarded October 6 under IT hardware EPO 4671. It also approved an order to purchase property near 320 South Church Street and a memorandum of agreement with the Elvis Presley Memorial Foundation concerning property at 296 Elvis Presley Drive. The council approved demolition of the former Fire Station No. 5 at 2267 South Green Street. Advertising and promotional purchases totaling $1,773 were approved: $1,175 for brochures from PPI and two $299 advertising placements with Mississippi Radio Group.

Council approved FY2027 budget amendment No. 2, including roughly $25 million in carryover for ongoing and planned construction and other projects, along with additional transfers and donations described during the meeting. It approved applications for FY2027 counter-unmanned-aircraft-system funding and an Edward Byrne Memorial Justice Assistance Grant, including a grant administered by the city for the city and Lee County Sheriff’s Office. The council also approved matching-grant agreements for airport air-traffic-control-tower rehabilitation and service-road projects; the city’s share was stated as 2.5% of project costs for the service-road agreements. Separately, council approved the Garfield Commons major site plan for a mixed-use development whose first phase is described as including clinic space, 56 apartments, and 48 cottages. Most approvals were made by motions that carried; the transcript does not provide vote counts or all project costs.
