🏗️ Construction & Infrastructure 🚚 Transportation Physical Infrastructure Emergency Response

At the Foster City Council meeting on November 2, 2026, the council reviewed procurement and capital-project matters alongside financial and policy updates. It approved agreements for management and maintenance of city-owned affordable and workforce housing, including an on-call repairs and maintenance master agreement with Generation Builders, Inc. capped at $406,000. The agreements cover the city’s 28 units, including 22 at 501 Pilgrim; staff requested a $102,393 supplemental appropriation for the Generation Builders agreement. The council also adopted a resolution declaring a local emergency related to the developing 2026–27 El Niño season, authorizing the city manager to directly negotiate contracts under the cited Public Contract Code provisions to support rapid storm preparation and response.

A county transportation-agency presentation sought feedback on a draft countywide transportation plan and Foster City priorities, including bicycle and pedestrian safety improvements, traffic calming, transit access, and possible autonomous-vehicle shuttle planning; no project award or funding decision was made. Staff reported progress on the community center rebuild but no new construction award. The FY 2025–26 fourth-quarter update reported $10.6 million in net general-fund revenues and a $5.2 million reserve increase after accounting for the pension-liability payment, while flagging uncertainty around future vehicle-license-fee revenue. The council also voted to place a proposed e-bike age-limit ordinance on a future agenda.
