The BLS School Board’s Silver Rail Elementary engagement session, titled Nov. 4 and held/recorded Nov. 5, 2026, focused on recovery and plans for students’ return following the Oct. 15 school shooting. District leaders described temporary staffing and support plans, including five to seven substitute staff, an administrative liaison, additional mental-health resources, and a planned full-time school resource officer through the end of the school year. They also discussed a temporary wall and privacy film for the affected area, an outside review of the incident response and reunification process, and continued planning with city and county partners for longer-term community support. No contract awards, vendor selections, or procurement votes were identified.
Funding and capital needs were recurring topics. The superintendent said the district is pursuing about five federal grants and discussing sustainable funding with the governor; a resilience/resource hub and multi-agency coordination effort are also being developed. Officials noted that a prior levy funded approximately $6 million in classroom door-lock improvements, while possible future safety measures—including facility upgrades and additional staffing—could require a community bond or levy; figures of $10 million and $200–$300 million were discussed as examples, not approved allocations. The district said the next bond is in early planning, and any proposal would require board action and voter approval. Leaders also cited inadequate state special-education funding, including a $55 million statewide high-cost pool, as a constraint. No spending authorization or procurement action was passed at this session.
