The Lewisville City Council held a workshop and regular meeting on November 3, 2026. The council approved a 10-year economic development agreement with Legacy Parks VR LLC for a proposed $10 million, 30,000-square-foot office condominium park near Lake Vista Drive and Vista Ridge Mall Drive. The agreement provides an estimated $272,740 in city property-tax grants—75% in years 1–5 and 50% in years 6–10—plus a one-time waiver of certain fees. In response to public questions, staff said economic development agreements include clawback provisions for noncompliance and agreed to provide further information about the project’s financial analysis. The council also approved a two-year interlocal agreement with the North Texas Tollway Authority to compensate Lewisville for law-enforcement services on NTTA roadways: $859,418 annually, beginning September 1, 2026. A resolution authorizing preparation of a final TxDOT advanced funding agreement for Green Ribbon landscaping grants at I-35E and Main Street and I-35E and Fox Avenue also passed; the city will fund design and any construction overruns, and the final agreement was expected to return to council for approval.
The workshop included updates on Lake District West, a privately maintained mixed-use development with a public open-space lawn, and the Lake Park master plan. Lake Park planning covers roadway and campground changes, recreation amenities, and marina redevelopment; the city reported that Matthew Southwest and SUNTEX were selected as development partners through an RFQ process. A boat-ramp and shoreline project was awaiting Army Corps approval before bidding, while further design and phasing work remained underway. The council also approved an ordinance prohibiting parking on part of Samuel Street to improve access for municipal service vehicles, and adopted an ordinance repealing fire-line service fees that had been included inadvertently in the fee schedule; no fees had been collected. The Legacy Parks agreement, NTTA agreement, TxDOT-related resolution, parking ordinance, and fee-schedule ordinance each passed 6–0.
