The Clay County, Florida, Planning Commission meeting on November 3, 2026, considered PUD application PUD260008 for six parcels in the Springs Planning District. The proposal would consolidate the parcels under a planned unit development for an industrial/business park, retaining many existing uses while adding uses such as offices, retail, public-safety and educational facilities, truck servicing and parking, and shipping-container storage. Proposed standards include increasing the maximum floor-area ratio from 20% to 50%, allowing heights up to 80 feet in some areas, and providing specified perimeter buffers. Staff and the Spring CAC recommended approval; the Commission approved the recommendation, with at least one commissioner voting against it. The item was scheduled for Board of County Commissioners consideration on November 10. No contract award, spending authorization, or other procurement action was identified.
Commissioners raised concerns about building height and fire-safety capacity, lighting spillover, noise from possible round-the-clock operations, and long-term parking or storage of trucks and containers. A commissioner asked staff to consult the county fire chief about height-related safety, and members urged staff and the applicant to consider clearer lighting standards and limits on extended vehicle/container storage before the Board hearing. Residents also raised concerns about noise, lighting, buffering, and potential effects on nearby property; the applicant said the proposed buffer provisions allow for natural vegetation and, where appropriate, supplemental plantings, fencing, or berms. The applicant noted that Van Trust had responded to a county RFP, but no award or procurement decision was discussed.
