The City of Buckeye regular council meeting was held November 3, 2026. Council unanimously approved Resolution 85-26, authorizing a retail sales tax incentive development agreement with Festival Marketplace LLC, with the project to be developed by Peterson Group. The planned 115,000-square-foot, approximately 15-acre center is expected to be anchored by a Safeway grocery store. The agreement requires the developer to construct the grocery store and associated public infrastructure; the city may reimburse eligible infrastructure costs up to $1.46 million from 49% of sales tax generated at the center, on a performance basis. Staff cited an estimated $37 million private capital investment and projected $22 million in direct city revenue over 10 years. Council also unanimously approved Resolution 97-26, a separate public infrastructure reimbursement agreement with a stated cap of up to $2.3 million for regional off-site improvements, including paving, median modifications, and sidewalks.
Council also unanimously adopted the 2026–2029 strategic plan, which sets priorities including infrastructure investment and maintenance, economic development, housing, and stewardship of public resources; staff said the plan is intended to align with future budget planning. Two other agenda items and their public hearings were continued to November 17, 2026, with no action taken. The city manager reported upcoming closures related to ADOT’s I-10 widening project; no related procurement decision was presented at this meeting.
