The Friendswood City Council regular meeting on November 2, 2026, included several infrastructure and funding matters. In its quarterly drainage update, staff reported that bids for the Friendswood Regional Storm Water Detention Basin had been received by Harris County Flood Control District on October 26 and were under review; construction is anticipated to begin in the first quarter of 2027, with dates to follow consultant selection. The Galveston County Consolidated Drainage District withdrew its financial commitment to the project. Staff also reported substantial completion of the City Center detention ponds, with remaining work including a bridge, bulkhead, grading, and landscaping, and provided a status update on preliminary engineering for Wickum Terracing. Council discussed regional flood-mitigation efforts and potential state and federal funding, but no drainage contract award was made at this meeting.
Council approved the schedule of events for issuing and selling revenue bonds, which are to be repaid through water and sewer system revenues rather than property taxes. Discussion included approximately $8.7 million in planned Friendswood Parkway water-line work and the need for future water-system improvements. Council also approved Budget Amendment No. 1 for FY 2026–27; members discussed approximately $1.2 million for engineering and construction plans for asphalt rehabilitation in Poly Ranch and Windsong, including geotechnical and utility considerations. A proposed fee-schedule ordinance was considered on first reading, with changes including plan resubmittal and permit fees, a $25 zoning-verification letter fee, and higher security fees for some park events; no procurement award was associated with that item.
