The November 2, 2026 regular meeting of the Rockingham County Board of Commissioners included several funding and capital-project actions. Commissioners approved Rockingham Community College’s sales-tax-funded request, including an additional $2 million for healthcare expansion alongside $2 million in existing state infrastructure funds, as well as requests covering science-building renovations, technology, public safety equipment, and career programs. They supported Rockingham County Schools’ 2027–28 through 2030–31 capital funding plan, totaling about $28 million, including a $2.4 million local match for a $7.5 million U.S. Department of Energy grant. The board approved a $3,600 sign-on and retention bonus for eligible new paramedics and detention officers, paid in three installments and funded from lapsed salaries; staff will evaluate the program after six months. It also approved CIP reallocations, including $12,000 for Western EMS space and $44,184 for building expansion, and a shared-savings transfer of up to $162,466.

The board authorized staff to negotiate with top-ranked design-build team Edifice for the Health and Human Services expansion and Governmental Center renovation, estimated at $35.05 million; financing assumptions include $12 million already committed from fund balance and consideration of up to $23.5 million in debt, with potential additional public-health funds and federal reimbursements to be assessed during design. A separate airport expansion proposal seeking $3.1 million in county funding failed on a 2–3 vote. The board did approve a motion directing staff to work with the Shiloh Airport Authority on plans and funding to relocate part of Whitestone Creek Road to allow for a possible future runway extension; the estimated cost discussed was up to $750,000. Public comments raised concerns about development, school funding, incentive enforcement, and litigation costs, but no related policy or procurement actions were taken.
