At its November 3, 2026 meeting, the City of Burlington Planning and Zoning Commission approved the September 28 minutes and reviewed the draft North Church Street Area Plan, presented by Freese and Nichols. The plan focuses on reinvestment and redevelopment, mixed uses, neighborhood-serving businesses, housing, public spaces, and pedestrian safety and connectivity. Commissioners discussed sidewalk priorities with the City and NCDOT, the seven-lane roadway, street trees and utility lines, lighting responsibilities, and environmental remediation at the Western Electric site. Public comments raised concerns about food access and whether the plan would lead to follow-through. The commission recommended adding the plan to the comprehensive plan; it is scheduled for City Council consideration and a public hearing on November 17. The presentation identified potential funding mechanisms but no specific budget allocation or procurement action.

The commission also recommended approval of rezoning case 26-010 for 0.9 acres at 3383 Garden Road, from medium-density residential to limited-use Office and Institutional zoning. The applicant said the intended use is a real estate office in the existing building; commissioners discussed the other allowed uses, parking, and potential future development. The recommendation passed, with City Council review expected at a work session and a public hearing likely in December. No contract awards, bids, or purchasing decisions were identified.
