The City of Enid study session on November 3, 2026, included an update from Grand Mental Health on behavioral health services launched locally on October 5. The organization is operating at 702 North Grand Avenue, is recruiting staff, and said it may need a permanent facility after its current one-year arrangement. Services are supported by state funding, grants, Medicaid, and private insurance. No procurement action was discussed for these services.
The commission discussed a proposed one-year agreement with the Garfield County Detention Facility, which would allow the city to house municipal-charge inmates at $70 per inmate per day, initially using up to five beds and paying only for occupied beds. The rate was negotiated with the county; the agreement would replace a contract that expired in 2022 and would not include free utilities. The city attorney reviewed the draft, but no vote was taken at the study session. Officials also reviewed design changes for Painted Sky Park’s amphitheater, which is moving toward bid preparation, with construction targeted for around February 2027. Fundraising has exceeded $1.3 million toward a $2 million goal, with less than $700,000 remaining; officials also cited approximately $1.3 million in previously earmarked proceeds and a potential $400,000–$500,000 grant. No vote or contract award was reported.
