The City of Norman City Council held a study session on November 3, 2026. Bond counsel reported that a favorable court ruling cleared the way to resume issuing the voter-approved $8 million, 20-year general obligation bond for a permanent shelter. Council is expected to consider a sale-date resolution the following week; the bond sale is planned for December 8, with an award to the conforming low-interest bidder and an ordinance later that day, followed by Attorney General review and a projected January 20 closing. No bond award or issuance action was taken at this session. A separate Animal Welfare Center item was deferred because the presenter was unavailable.

Council also discussed whether Norman should leave ACOG 911 and provide emergency communications services in-house. Staff cited an estimated $33.3 million ACOG 911 reserve, with roughly $6.3 million potentially attributable to Norman, and estimated that the city contributes about $132,000 monthly while receiving roughly $34,000 back. Staff said in-house operations could redirect approximately $1.1 million annually toward eligible emergency communications costs and reduce reliance on ACOG services; preliminary call-handling equipment estimates were about $3.25 million, with potential grant assistance. Council expressed support for exploring withdrawal, but took no formal vote; staff will draft a notice of intent for council consideration, with discussions among participating cities planned for November 16. The council also discussed an immigration-related resolution and indicated it should move to a formal voting agenda, but did not adopt it at this session.
