The Durham City Council meeting on November 2, 2026, was chaired by the mayor pro tem during the mayor’s excused absence. Council unanimously adopted the consent agenda, including a service agreement and system upgrade agreement with Motorola Solutions, U.S. Department of Labor grant project ordinances for Workforce Innovation and Opportunity Act programs, an amendment to the adult and dislocated worker programs contract with Eard Connects, a utility extension agreement for Alma Street Commons, and a service contract award to Gregory Pool Equipment Company for generator maintenance and emergency repairs. No dollar amounts were stated. Council deferred the FY 2027–28 budget development schedule to the November 16 work session. The Environmental Affairs Board appointment was pulled and referred back without a decision; the proposed lease at Provident 1898 was also removed from the consent agenda, with no action captured in the transcript.

Council unanimously authorized condemnation of a sanitary sewer easement at 1622 Crystal Creek Drive for the WS-86 2018 water and sewer extension project, phase one. Following a quasi-judicial hearing, council also unanimously approved the major special use permit and associated site plan for Sunrock’s concrete plant at 1503 Camden Avenue, allowing the existing facility to be replaced elsewhere on the same site. The project was described as having no net increase in impervious area or water and sewer demand. Approval conditions include substantial consistency with submitted plans and transfer of a 50-foot greenway easement to the city in fee simple after 10 years. No contract award or procurement amount was identified for the Sunrock project.
