The City of Saint Paul Housing & Redevelopment Authority meeting on November 4, 2026, covered housing-related agreements, property disposition, budget performance, tax increment financing, and emergency rental assistance. The board adopted the prior meeting minutes by a 5-0 vote. It heard, but did not vote on, a proposed 15-year parking-use agreement with Ham Building Commercial LLC or an affiliated entity for at least 50 spaces at the Lawson Ramp, at $160 per space per month with annual increases. The agreement supports a nearby affordable housing project for which the HRA approved up to $14 million in conduit multifamily revenue bonds in September; the item was laid over to November 18. A proposed direct sale of HRA-owned property at 515 Lafond Avenue to the Church of St. Agnes for its appraised value of $32,000, for future recreational green space, was also presented and deferred to November 18 for action.

Staff presented the 2026 third-quarter budget-to-actual report, describing reallocation and carry-forward planning across housing and economic development programs. Items discussed included deprogramming about $2.7 million, a proposed $500,000 transfer from downtown vitality resources to a business assistance fund, and an estimated $5.2 million HRA spending variance that could be reduced by approximately $2 million returned to the Housing Trust Fund. Staff also discussed retaining two housing TIF districts to support affordable housing, noting roughly $5 million in future tax increment collections and no immediate general-fund revenue from decertification; no decision was taken. A proposed partnership with the Saint Paul & Minnesota Foundation to administer emergency rental assistance beginning in January 2027 was presented for discussion, with applications handled on a rolling basis through community organizations. No vote on the partnership was recorded.
