The Coon Rapids City Council meeting on November 2, 2026, included several procurement and project approvals. On the consent agenda, the council approved the 2026–27 recycling-center staffing agreement with Atlas Staffing, with contracted staff hourly wages increasing 2% and other terms unchanged. It also approved the annual Anoka County agreement supporting the residential recycling program; staff described it as the recycling center’s primary funding source, including more than $70,000 associated with service for nonresidents and an allowance for potential facility enhancements.

The council approved multiple agreements for Project 18-14, the Trunk Highway 610/East River Road interchange. These included a BNSF Railway overpass construction and reimbursement agreement, a MnDOT joint powers agreement covering $1.4 million in special-legislation funding ($1 million for the BNSF agreement and $400,000 for construction engineering and related changes), an amended Anoka County agreement allocating one-third of local participation costs to the city and two-thirds to the county, and a county right-of-entry agreement for demolition activities. The broader project was described as receiving $10 million in trunk highway funds. Separately, staff reported that the city was conducting due diligence on the Family Center Mall property, with ownership expected in late January 2027; no immediate change to the existing Grand Slam business operations was anticipated. No contract awards to construction vendors were identified beyond the BNSF agreement.
