🚨 Public Safety 🏗️ Construction & Infrastructure Grants & Funding Physical Infrastructure

Roanoke City Council’s November 2, 2026 meeting included several procurement- and funding-related actions. Council unanimously adopted ordinances accepting and appropriating four Virginia grants for regional hazardous-materials, swiftwater-rescue, technical-rescue, and fire-service training capabilities; the fire grant will fund two live-fire training props. No grant amounts were stated. Council also unanimously approved a performance agreement among the City, its Economic Development Authority, and Shadwell Properties LLC to secure the closed parking structure at 33 Salem Avenue, remove debris, and complete stabilization work as an initial step toward restoring it for public parking; no agreement amount was provided. The monthly budget briefing reported $5 million planned for deferred capital maintenance, with $3.5 million obligated or spent for elevator replacements and $1.9 million for HVAC, mechanical, and electrical work.

Council received, but did not act on, a proposed two-phase Park Roanoke parking plan. The first phase, subject to a November 16 vote, would remove downtown meters, provide a free first hour in garages and free Sunday parking in downtown garages and surface lots, and revise other parking rates. The Hope and Home Task Force presented housing and homelessness recommendations—including an updated housing analysis, affordable-housing incentives, and a small-house village pilot—but no funding or procurement decisions were made on those proposals. Council also received an update on the FY2028 external-agency funding process; category budgets remain undetermined, with applications scheduled to open November 3. An Elevate Eleven presentation was rescheduled.
