The St. Croix County Board of Supervisors’ November 2, 2026 meeting included a public hearing and adoption of the 2027 county budget. The budget resolution (No. 33 for 2026) passed 16–2. The administrator described a county levy of about $48 million, a projected 2.72% decrease in the mill rate, and approximately $1.6 million in revenue from net new construction. The budget includes staffing and operating-cost changes; parks automation was reported to reduce costs while expanding access, and facilities services shifted to a contract, largely offset by employee reductions. The county’s previously authorized jail project is projected to begin in 2028, with two bond issues anticipated in 2027 and 2028; the administrator noted those bonds had not yet been sold.
Infrastructure and grant activity included a county highway bridge project expected to go out to bid in January or early February, with construction the following spring. The administrator also reported a $150,000 multi-county water-testing grant, a $11,000 transportation grant, $5,000 for public-health vending-machine supplies and Narcan training, and $216,000 in sheriff’s grants. A speaker urged sustained county funding for water-quality work and thanked the board for allocating $567,541 in unallocated general funds to groundwater and surface-water strategies. The board also unanimously approved Resolution No. 34, changing the county’s rural functional-classification system; the classification can affect eligibility for federal transportation programs.
