The City of Roanoke City Council’s 2 p.m. meeting on November 2, 2026, approved four grant ordinances unanimously: a Virginia Department of Emergency Management hazardous materials team grant, grants supporting regional swiftwater and technical rescue capabilities, and a Virginia Department of Fire Programs training facilities grant for live-fire training props. Grant amounts were not stated. Council also unanimously approved an economic development performance agreement with the City’s Economic Development Authority and Shadwell Properties LLC to secure the closed parking structure at 33 Salem Avenue SW, remove debris, and perform stabilization work as a step toward restoring it for public parking; no dollar value was provided. The September budget report noted $5 million planned annually for deferred capital maintenance, with $3.5 million obligated or spent for elevator replacements and $1.9 million for HVAC, mechanical, and electrical work.
Council received, but did not act on, proposed downtown parking changes scheduled for a November 16 decision, including removing street meters, making the first garage hour free, and offering free garage and surface-lot parking on Sundays. Staff also outlined the FY2028 external-agency funding application process: arts and culture, human services, and external-agency requests will use one online portal; each organization may submit only one application, and incomplete or late applications will not be scored. Funding-category budgets remain undetermined. The Hope and Home Task Force presented housing and homelessness recommendations—including updated housing analysis, affordable-housing incentives and funding, and a transitional small-house village pilot—but no funding or implementation decisions were made.
