The City of Redmond Planning and Public Works Committee of the Whole met on November 2, 2026, and reviewed an omnibus ordinance amending RMC 3.10 to consolidate development impact-fee updates. The proposal includes new parks, fire, and Lake Washington School District fee schedules, inflation indexing for transportation fees, and an update to the school district interlocal agreement. Council members supported moving the measure to the November 17 consent agenda; it was not adopted at this meeting. The committee also reviewed ARCH’s 2027–28 budget and work program, with an overall administrative budget of about $3 million supporting 14 full-time employees, and planned to bring it forward for council approval on November 17.

The committee considered $73,546 in amendments to the Redmond paired watershed study contract, including an extension through September 2027 and development of an interactive data dashboard hosted by Washington State Department of Ecology and funded through Stormwater Action Monitoring. The study team described this as the final amendment to the 10-year monitoring project. An informational update on septic-to-sewer conversions covered 433 properties, possible incentive and funding approaches, and a roughly $60 million reimbursement scenario; staff said unspent study funds would be carried forward and a proposed budget enhancement could support an update to the wastewater general plan. No septic-conversion funding decision was made at this meeting.
