The Pasco City Council meeting on November 3, 2026, addressed budget pressures, infrastructure funding, and several procurement-related items. Council approved a consent agenda that included $7,079,336.49 in claims, renewal of the city’s Microsoft Enterprise Agreement, and an H2 Engineering professional services agreement for wastewater treatment plant improvements. It also approved an application for up to $12 million through the Drinking Water State Revolving Fund for the Butterfield Water Treatment Plant replacement; the proposed loan terms are a 1.75% interest rate and a 24-year repayment period, subject to award and later contract approval. Separately, council unanimously declared an emergency for the Process Water Reuse Facility’s underperforming nitrogen-removal system. The declaration enables expedited procurement, including waiving competitive selection and bidding requirements, but does not itself authorize a contract or spending. Council also tabled the state and federal legislative-priorities resolution for staff revisions.

Council approved a 1% increase in the city’s regular property-tax levy for 2027, estimated to generate $152,503 in additional revenue, and adopted an ordinance for the city to assume the powers of its Transportation Benefit District to simplify administration of future transportation funding. The budget hearing included public comments opposing proposed reductions to fire and police services, Memorial Pool, and other community programs; no budget adoption or related spending cuts were approved at this meeting. The transcript also includes an earlier consent-agenda segment approving $7,775,038.99 in claims and an amendment to H2 Engineering’s design-services agreement for the Foster Wells lift station improvement project.
