The City of Pflugerville Planning and Zoning Commission met on November 2, 2026. Engineering staff presented the draft Capital Improvement Program, covering water, drainage, facilities, and reclaimed-water projects. Updates included moving the Clearwell project to 2028, advancing a water-pipeline assessment to identify maintenance needs, and sequencing projects to manage debt and construction timing. Staff said the drainage and reclaimed-water master plans, along with design work for city facilities, were targeted for City Council consideration in December; no CIP contracts were awarded or spending approvals voted on at this meeting.
The commission approved a replat at 205 East Hoops Avenue and a future-land-use amendment for 104 West Hall Street, but voted to recommend denial of a land-use amendment for a proposed Harmony Public School campus. It recommended approval of a Hill Country Bible Church PUD amendment limited to allowing a wine bar on Lot 4. The commission also approved the 2025 CAPER for City Council review: the report cited $50,764.78 in support for youth scholarships and related project activity, and a roughly $3.1 million Parkway Drive construction project supported by about $1 million in CDBG funding, including approximately $700,000 for construction. Commissioners discussed future grant priorities and suggested exploring transportation assistance and broader scholarship outreach.
