The Mill Creek City Council’s November 3, 2026 regular meeting included preliminary 2027–28 budget and capital improvement plan hearings, a 2027 property-tax levy hearing, and an emergency bridge-repair decision. Council voted 7–0 to confirm the emergency for the 164th Street Southeast (North Creek) Bridge and authorize the city manager to execute repair contracts. The estimated costs were $190,000 for design and construction management, $220,000 for traffic control, and $730,000 for construction, with OTAAC, Advanced Traffic Control, and Granite Construction identified for the work. Council also voted 7–0 to add project ST000025 to the CIP and amend the 2025–26 budget by transferring $1.3 million from other transportation projects, including delayed Seattle Hill Road, overlay, and Southtown Center work.
The preliminary budget discussion included a proposed $225,612 reallocation for body-worn cameras and capital funding for projects including DRCC/North Creek Drive frontage improvements; these budget and CIP plans were not adopted at this meeting. Council members expressed support for a 1% property-tax levy increase, and set the next levy hearing for November 10, without taking a final levy vote. The Economic Alliance of Snohomish County reported that a previously awarded $6,500 grant supported a Mill Creek community event. Council discussed a proposed rental registration and inspection ordinance, including fees and staffing, but took no action to adopt it.
