The City of Snoqualmie Finance & Administration Committee meeting on October 7, 2026, reviewed a grant agreement with the Washington State Military Department’s Emergency Management Division for FEMA public-assistance reimbursement of eligible costs from the December 2025 flooding. Staff said the agreement is required to begin reimbursement processing, cost submissions are due by October 2027, and eligible costs are expected to be funded 75% by FEMA, 12.5% by the state, and 12.5% by the city; FEMA is still reviewing and validating the costs. The committee agreed to place the grant-acceptance resolution on the City Council consent agenda. Members also reviewed the claims report, with no questions raised.
The committee considered increasing the Ogden Murphy Wallace outside-counsel contract’s not-to-exceed amount from $100,000 to $175,000. Staff clarified that the increase is within an existing appropriation and does not add to the budget; because the amount exceeds $50,000, the committee directed that it go on the regular council agenda rather than consent. The committee also discussed a resolution ending prior emergency declarations while retaining the 2025 flood emergency, and planned to bring forward an ad hoc council-administration working group proposal. The 2027–2028 biennial budget discussion was deferred to a future committee meeting.
