The September 8, 2026, Port Orchard City Council meeting included a presentation on the Community Event Center fundraising feasibility study and an updated funding plan for the downtown waterfront projects. The combined estimated cost was approximately $55 million: about $35.5 million for the event center, $5.4 million for the Orchard Street Plaza, and $13.1 million for Bay Street reconstruction. The city outlined a request for approximately $4.2 million in additional Kitsap Public Facilities District (KPFD) support, including $3 million in cash; the proposed plan also relies on roughly $17 million in city-issued debt, with the KPFD expected to make the debt payments under an interlocal agreement. The council passed a resolution supporting the funding plan, 6–1. The fundraising consultant reported that a $4 million capital campaign appeared attainable, but the council did not approve a campaign contract or construction award at this meeting. A separate discussion proposed setting engraved brick and tile prices at $125 to better cover costs; staff will return with a resolution for council consideration.

The council also held a public hearing on Kitsap PUD Proposition 1, which would authorize the PUD to construct or acquire electric facilities. The PUD described a feasibility study estimated at $300,000–$500,000, while speakers presented differing views on the costs, risks, and potential benefits of public electric service. Under city code, the council said it could not endorse or oppose the ballot measure and took no position. The meeting also included notice that a future Kitsap Humane Society animal-control services contract was being prepared for council review, but no contract action was taken. The mayor reported ongoing discussions about senior-center space and funding options; no related spending approval was recorded.
