The City of Port Orchard Transportation Committee met on September 22, 2026, to review city transportation projects and the Anderson Hill Roundabout design. For the Bay Street reconstruction project, staff aim to advertise in October and receive bids before Thanksgiving, with construction targeted to begin early next year. Temporary construction easement extensions were removed from the meeting agenda after errors were found and are expected to return for approval in two weeks. Staff also reported progress on right-of-way acquisition for Bethel Phase 1, the Sydney non-motorized project, Ruby Creek culvert design, and pavement repairs undertaken with a Kitsap contractor; no contract award or procurement vote was reported for these items.

Consultants Transpo Group and Pace Engineers presented the Anderson Hill Roundabout design, which had reached 90% review; staff provided comments and plan to advance it to 100% design. The project includes utility relocations, stormwater work, sidewalks, lighting, and landscaping. Funding in the 2027–28 budget is intended to complete design and begin permitting; construction funding will be revisited during a mid-year budget review, with construction tentatively targeted for 2028 and a later project award anticipated. Committee members favored the proposed basic, vegetated design, noting that added artwork could increase costs. No votes were taken.
