The September 1, 2026 City Council meeting of the City of West Richland included several infrastructure and development actions. The council approved the consent agenda, including the final plat for Red Mountain Industrial Phase 1 (file PLAT-019-2025), authorization for the public works director to apply for a Public Works Board flood-resilience grant, and a cell-tower lease. The lease was described as having a 10-year initial term and a 10-year renewal option, with revenue going to the city’s general fund; no dollar amount was stated. Staff also said a separate Verizon tower renewal could come before council on September 15, 2026. The mayor noted that budget discussions were beginning, with further meetings planned, but no budget allocations were approved at this meeting.

Council adopted findings supporting continuation of the six-month moratorium on siting less-restrictive alternative facilities for sexually violent predators, established under Ordinance 1526, and passed Ordinance 2026. Staff said regional coordination with other cities is underway and that the city will provide updates as it develops regulations. During discussion of potential data centers, staff reported that TIGS had sold land to Trammell Crow, but the city had received no data-center application; any proposal would go through a public process. No data-center procurement or contract award was identified.
