At its October 27, 2026 meeting, the Port Orchard City Council held the final public hearing on the 2027–2028 biennial budget and approved the budget and 2027 salary schedule by a 6–1 vote. The council unanimously approved the 2027 property-tax levy, estimated at $4,411,626, including a $21,568 increase (0.50944%) over the prior levy. Public testimony raised concerns about the city’s comparatively small housing allocation versus jail-service spending. A council member also expressed concern about the amount set aside for the community center and its funding gap; the mayor said staff and the public facilities district would continue work on an agreement and alternatives.

The council approved several infrastructure-related purchases and actions: a $45,700 professional-services agreement with Terraphase Engineering for Well 7 rehabilitation support; $25,400 in negotiated right-of-way acquisitions for the Bethel corridor roundabout project; and a $35,961.53 sole-source purchase of a replacement Vaughan chopper pump from PumpTech LLC for the McCormick Meadows lift station. It also ratified an emergency declaration and waived competitive procurement for insurance-coordinated repairs at 730 Prospect following flooding, with SERVPRO identified as the remediation contractor. These resolutions passed unanimously. Council members discussed generally placing right-of-way acquisition batches under $50,000 on consent and bringing higher-value or potentially contentious matters to the full council; no formal policy change was recorded.
