The City of Ridgefield Council held a budget study session on September 17, 2026, to review proposed 2027 operating and capital budgets. Staff outlined infrastructure projects and funding, including a roughly $5.8 million road and stormwater phase on Royal Road, transportation benefit district projects, park improvements, and a $1.7 million estimate for recreation and community center pre-opening services. Some proposals rely on grants, donations, or other outside funding; the Abrams Park project was described as a $1.3 million, two-year project with $500,000 from the Recreation and Conservation Office. These were budget requests and planning discussions, not contract awards or spending approvals. Council discussed phasing the Abrams Park work and recreation center pre-opening costs to manage the general fund balance, and requested a scenario showing how to bring the projected balance toward zero while considering future needs and credit ratings.
Other procurement-related items included a proposed $40,000 GIS asset inventory through the AWC consortium instead of hiring a technician; a $42,000 quote for a public-comment camera system; and grant-contingent police drone purchases. A proposed Placer AI data service drew privacy concerns and was identified as a below-the-line request. Staff also discussed the proposed transfer of recreation and athletic operations from the school district, including an estimated $300,000 in operating costs and a $55,000 pickup purchase, while noting that an agreement and longer-term replacement costs remain to be worked out. Council requested further budget scenarios and cost information, including on recreation center start-up, recreation facility maintenance, and potential revenue options. No procurement awards or formal spending votes were identified.
