The City of Ridgefield Council’s August 20, 2026 study session included a Clark County solid-waste update and a North County Recycling Transfer Station siting study. The county and consultant Parametrix reported that the search had narrowed to four feasible sites after removing two Ridgefield sites and one site with engineering challenges; the remaining sites are zoned Ag-20. The county’s proposed next steps are to identify the most willing seller and proceed to an environmental impact statement (EIS). Officials estimated construction at about $60 million, excluding land, and described a multiyear process involving an EIS of at least eight months, design of about 18 months, bidding, and construction. The county also noted that its October 2024 disposal contract provides funds for capital improvements, which could support a new station or upgrades to existing facilities. No council vote or procurement approval was reported.

The update also reviewed a cost-benefit analysis of ownership and operation options for Central and West Vancouver transfer stations, which the county and City of Vancouver may purchase for $1 each under a three-party agreement with Columbia Resource Company. FCS Group was selected through an RFP for financial-analysis work; county staff said a separate HDR Engineering consultant contract would support regional governance discussions. The analysis was preliminary and did not determine an ownership model. Other updates included a planned county-code change to remove the $1.43 tip fee, with no expected resident impact, and state recycling changes under the Recycling Reform Act and battery stewardship law. No contract award or spending motion was identified.
