At the October 8, 2026 City of Ridgefield Council meeting, council unanimously approved Ordinance 1489, a development agreement with Gen Group and Discovery Ridge Holdings. The agreement provides the city with property for recreation-center parking and open space, while the developer receives $392,000 in PIF credits for the recreation center and will build North Pioneer Canyon. It also sets out up to approximately $1.3 million toward Royal Road improvements if the tribe does not undertake them: $510,000 in payments during construction and $792,000 bonded, payable when the city begins construction. Council discussed that the full project estimate was just over $2 million, potential cost escalation, and a 50% city share of culvert-replacement costs. The agreement also allows for development-standard modifications; a future comprehensive-plan and zoning change would be needed for the proposed 55-and-older community. Residents raised concerns about access-road capacity and funding for development in Richfield Heights.

Council held a required public hearing on the existing six-month moratorium on new gasoline stations, adopted in August, but took no action at this meeting. Members discussed possible zoning-code changes, environmental risks, impacts on nearby neighborhoods and sensitive uses, and whether waterfront areas should be treated differently. No other contract award or purchasing decision was identified; the meeting also included water-conservation results and routine reports.
