Grants & Funding

The City of Woodinville held a special council study session on September 16, 2026, to discuss the city’s human services grant program, its King County Regional Homelessness Authority (KCRHA) interlocal agreement, and implementation of House Bill 2442. The current grant program awards about $150,000 per biennium, while applications in the current round total about $210,000. Council members discussed setting funding priorities, simplifying grantee reporting, and providing some grant funds upfront—especially to established nonprofit partners with a strong performance history. Staff plans to bring proposed grant-program changes to the October 6 meeting; no awards or formal votes were made at this study session.

Council members generally supported implementing HB 2442’s authorized 0.1% local sales and use tax, which staff estimates could generate about $238,000 per biennium for eligible children’s and family services. Staff’s preliminary budget proposal includes $50,000 in general-fund support, the estimated $238,000 in HB 2442 revenue, and a possible $100,000 allocation for emergency rental assistance. The council also discussed the uncertain future of KCRHA-funded services, including the severe-weather shelter and support involving PorchLight and Friends of Youth. The city faces a September 30 deadline to submit notice of withdrawal from the KCRHA agreement; members anticipated revisiting that decision at a September 29 special meeting. Final action on the tax implementation would be needed by October 6 for collection to begin January 1, 2027.
