The Carson Reclamation Authority met on November 2, 2026. In closed session, the Authority discussed real-property negotiations with Carson Goose Owner LLC concerning the property identified in the transcript as Cells 3, 4 and 5 at 2400 South Main Street; no reportable action was taken. The consent calendar was approved unanimously, but the transcript does not identify its contents. The Authority received updates on the former Cal Compact Landfill and Leonardo Drive work, without taking action on those discussion items.

Staff reported an estimated Leonardo Drive project completion cost of about $76 million and described funding from Measure R/Measure M bonds, city lease-revenue bonds, developer payments, traffic mitigation funds, and an $8 million Metro contribution. About $19 million in Measure R/Measure M bond funds had been spent by the end of July, with spending since then bringing the total to more than $20 million. Staff discussed Snyder Langston’s construction budget and change orders, and said weather and unresolved electrical design could delay work until spring; a $6.5 million dry-utilities scope may be rebid, while other subcontract scopes could be paused, repriced, or rebid. No procurement changes or contract awards were approved. Staff also reported that a construction change order for a straw-blanket slope-protection measure was being processed. A special meeting was scheduled for November 17 at 2:00 p.m.
