The Johnston County Board of Commissioners meeting was held November 2, 2026. The board approved an allocation of up to $740,000 in Research Triangle Zone (RTZ) funds for architectural and engineering services by Oakley Collier for a planned 12,000-square-foot expansion of the workforce development center in Clayton. Oakley Collier was selected through an RFQ process by the Economic Development Corporation. The overall project budget is approximately $8.5 million; the county is also pursuing Golden LEAF grant funding and USDA financing. The motion passed. The RTZ funding comes from a special service tax paid primarily by Novo Nordisk and Grifols, rather than the county’s general fund.

The board held public hearings on zoning matters and a proposed Unified Development Ordinance (UDO). It approved a conditional rezoning for a sand-mining operation, while tabling a commercial truck-storage rezoning until December for further information on queuing, traffic, site circulation, and fluid containment. The UDO hearing prompted extensive discussion of agricultural buffers and other standards; the board did not adopt the ordinance and agreed to continue work on unresolved issues, with further discussion planned for November 16. The county manager also noted that financial modeling for the planned DSS building, identified as a future capital priority, would be forthcoming; no funding decision was made on that project.
