Cleveland Heights City Council’s regular meeting on November 2, 2026, included a preview of the proposed 2027 budget, totaling about $142 million, with approximately $37 million for capital projects. Major planned investments include $13.7 million for the Cumberland pool, nearly $12.9 million for sewer repairs and upgrades, more than $3 million for road paving, and about $2.4 million for a fire engine and fire-station improvements. The plan also includes park improvements, snowplows, police cruisers, and building repairs; some playground projects depend on grant funding. The mayor said the pool project is being developed with an owner’s representative, design and engineering team, and construction manager, and would be financed primarily through bonds. Council’s budget hearings were scheduled for November 4–6, with appropriation readings and a final vote planned for November and December.

Council approved the mayor’s request to seek bids for Project 2608, utility-location and marking services. On first reading, council passed resolutions concerning program-management services from the Home Repair Resource Center, Routeware refuse-collection software, and a Fabrizi Trucking and Paving change order for sewer and illicit-connection-control work. On second reading, it approved the purchase of a 2027 Ford F-600 through the Sourcewell contract with National Auto Fleet Group for refuse and recycling. First-reading items included a Parks Division Ford F-250 with snowplow equipment and a 2027 deer-management services agreement with USDA Wildlife Services; these were not final approvals. No dollar amounts were stated for those items. The meeting also included thanks for the city’s $7,500 investment in the Heights Music Hop and discussion of the city’s ongoing owner-occupant infill-lot program.
