The City of Minot held an informational special City Council meeting on November 2, 2026, about updates to the Mouse River Enhanced Flood Protection Plan. The presentation reviewed design changes that reduce or alter planned protection in several areas, including changes related to property acquisitions, railroad constraints, cost, and value engineering. The updated plan was estimated at $1.02 billion to complete as of the 2025 legislative session. The funding proposal assumes 65% state and 35% local shares for construction and engineering, and 75% state and 25% local shares for acquisitions; it seeks state appropriations of about $115 million per biennium for five biennia, followed by a final $104 million appropriation. The local financing model relies primarily on sales tax and debt, with a proposed gradual increase in the flood-control allocation beginning in 2032. Staff said the council would likely consider an updated legislative funding request and an amendment to the city–joint board agreement at a future meeting, potentially November 16.

Council members also discussed delayed completion of the Northwest Area Water Supply project, including failed underdrains and a revised repair schedule that could extend from August 2027 to January 2028. An alternate contractor has been selected for the repair work, but no vendor award, bid approval, or procurement motion was taken at this meeting. The only vote was to adjourn; the flood-protection presentation was informational, with no spending action approved.
