The Cowlitz County Commissioners’ Monday business meeting on November 2, 2026, included a budget review and Public Works contract items. Public Works presented a $200,000 flood mitigation grant agreement for geomorphic analysis of the lower Toutle and Cowlitz rivers. The board also reviewed previously awarded contracts for the Shadow Mountain Water System’s first phase of piping and pump-station work ($886,435.62) and the West Side Highway slide repair with Grade Works Excavating ($495,615). Six property-valuation and three acquisition-services contracts are being extended with no additional dollar amount. The transcript does not record votes on these items.

Public Works also presented a resolution to establish County Road Project No. 1582 for the Cole Creek culvert project. Staff described a proposed culvert-relining approach, estimated to cost about $800,000, as less expensive and disruptive than constructing a bridge; engineering, environmental delineation, and permitting work are planned. Other items included a request to fill a vacant Public Works Operator 2 position and discussion of a roughly $10,300 Justice Assistance Grant that the county would forgo applying for so Longview could receive the funds for its school resource officer program. The commissioners also reviewed the proposed 2026–2046 comprehensive plan update and discussed a reported 20% county risk-pool increase; no procurement action on the latter was recorded.
