The City of Franklin Quarry Monitoring Committee met on October 27, 2026. Stantec Consulting presented its third-quarter monitoring report: six site observations were completed, and none of the 23 recorded blast events exceeded vibration or air-overpressure limits. The report noted four complaints—three related to blast vibration/noise and one concerning debris on Rawson Avenue. The committee accepted the report for the record; no vote was required.
The committee considered Stantec’s 2027 scope of service, with a current-budget option of $55,000 for 12 site visits and an inflation-adjusted option of about $60,000 for 18 visits. Payne and Dolan said it was comfortable with either option; the City pays Stantec and is reimbursed by Payne and Dolan. By a 3–2 vote, the committee recommended keeping the budget and service level unchanged. This is a recommendation to the Common Council, which will make the final budget decision.
