Richland County Planning Commission work session, November 2, 2026: Commissioners and staff reviewed proposed revisions to the commercial and mixed-use zoning districts, beginning with the Institutional (INS) district. Staff presented a draft purpose statement and a use matrix grouping uses as permitted, permitted with special requirements, or candidates for removal. Discussion focused on keeping supporting uses subordinate to institutional campuses and clarifying how accessory uses—such as parking, retail and services, recreation, and facilities connected to schools or public agencies—would be treated. Commissioners also questioned whether certain uses, including animal shelters, funeral homes, transitional housing, commercial parking, and indoor shooting ranges, should be removed or instead allowed with limitations when tied to an institutional use.

Staff will research the questions raised, revise the use recommendations and correct a spreadsheet issue before the matter returns for consideration at a regular meeting. Commissioners were invited to review and send staff written comments. No procurement, contract, budget, or spending decisions were identified. As a work session, no substantive zoning action was taken; the commission voted to adjourn.
