The City of San Carlos Planning and Transportation Commission held a regular meeting and study session on November 2, 2026. The commission received input on proposed transportation demand management (TDM) and parking reforms, including a draft ordinance, implementation guidelines, and toolkit. Proposals include higher trip-reduction targets, annual monitoring and a graduated enforcement process, with point-based flexibility for developers; parking provisions include revised minimums, shared and unbundled parking, updated bicycle-parking requirements, and citywide residential permit parking procedures. The residential permit program would move toward cost recovery, with a proposed permit cost of $62 and possible discounts for eligible households. Commissioners raised questions about measuring actual trip reductions, compliance costs, ADA-related fees, and council oversight of curbside protocols. No reforms were adopted at this study session, and no contract awards, vendor selections, or purchasing approvals were identified.
The commission also reviewed research on transportation management associations (TMAs), including potential funding and service models, and discussed developing criteria for a future San Carlos TMA. Alexandria and other development projects are expected to participate under existing approval conditions; the TMA study was funded through San Mateo County Transit Authority Measure M/W funds. The proposals and TMA criteria are expected to return to the City Council early next year. The commission approved the prior meeting minutes; no procurement-related votes or spending actions were taken.
