The City of San Rafael regular City Council meeting on November 2, 2026, approved a major capital project: a $6,178,706 phase-one progressive design-build contract with Excel Construction Corporation for the Albert Park Library and Community Center, with authority to use $321,294 in contingency for a total not-to-exceed amount of $6.5 million. The council also appropriated $5,398,738 from the Measure P fund to the project and approved a project labor agreement (PLA), both by 5–0 votes. The PLA includes local-hire provisions, beginning with San Rafael workers, and is intended to support skilled and trained labor. The project team will advance conceptual design and community engagement, with a conceptual design expected before council in 2027 and a guaranteed maximum price and phase-two construction agreement anticipated in spring 2028. The council also adopted the 2026 Citywide Storm Drain Plan 5–0. The plan estimates a $5.4 million annual funding gap and recommends about $9 million annually for capital improvements and operations and maintenance; adoption establishes a planning basis, not new project funding. Members discussed future funding options, including updating the storm-drain fee and pursuing grants or other revenue sources.

Other procurement- and funding-related actions included approval of consent items 2B–2D by 5–0, including five additional Motovision traffic-data cameras; staff clarified the cameras provide counts and do not retain video recordings. Consent item 2A, to update the citywide framework for voluntary residential parking-permit programs, passed 4–1; the approximately $2,000–$4,000 outreach addition does not itself create a neighborhood permit program. Council reports noted completed EV fleet-charging infrastructure funded by $175,000 from PG&E, more than $40,000 in MCE/TAM incentives, and nearly $423,000 in federal funding. The mayor also reported pending regional funding requests, including $5 million for the Canal Crossing project and $1.9 million for the Marydale Connection project. A councilmember separately reported that Marin Transit approved an expanded airport bus-service contract as an alternative to Golden Gate Transit service after its costs increased by a factor of 2.5.
